        Most Oregon counties publish on the net documents that are valuable when comparing with the proposed Siuslaw County.   A county is just another taxing district much like a school, fire, library, ambulance, etc...
        The "Budget" is where the Legislative Branch (Congress, Oregon House/Senate, Board of County Commissioners) determines what programs are approved and the maximum that may be spent on each.   It is a best guess of what revenue will come in and how best to spread it around to accomplish programs which are mandatory, contractual, or optional.   A well prepared budget both will exceed the anticipated revenue by at least 25% and will also cover contingencies.   A "Balanced Budget" is political feel good and financial disaster; it represents extremely poor fiscal responsibility.   A good budget will only require change in the event of an unforseen extreme emergency/disaster.   Since few are ever done correctly, budgets start undergoing change as soon as they are adopted rendering the "Adopted Budget" more a political public ploy than real world fiscal plans.
        The Executive (President, Governor, County Administrator) is the branch/agent/etc. who spends the money, may only spend on approved programs and only up to the maximum approved, may only spend what is actually in-hand, and must have latitude to decide where what actually comes in will be best spent on the day-to-day operational level.   What is actually spent is reported in the mandatory CAFR - Comprehensive Annual Financial Report.
        Both the Budget and CAFR double and triple count some dollars per approved government accounting; roughly the real dollars are half those typically reported.   Stating $$$ was saved in the Budget is meaningless for any true savings will only be reflected in a REAL dollar spending reduction that must be extracted from the FUNNY $$$ accounted in the CAFR.   Click Budget Vs Real to view an extract from a prior Lane County CAFR about this.
        The PAFR is the Popular Annual Financial Report consisting of the CAFR condensed down to 1/10th its size and written for the public to understand.   The PAFR is not a mandatory report, not all counties generate one, and it is often used as a marketing brochure to attract tax paying citizens and businesses into the county.
